Project Overview and Role

The DFID 'Delivering Accelerated Family Planning in Pakistan (DAFPAK) : Lot 2 Public Sector Service Delivery' is a part of the DAFPAK programme.

The 4-year programme aims to increase access to family planning services; and improve quality of client-centred services such that more women, including adolescents are able to safely plan their pregnancies and improve their sexual reproductive health.

The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in modern CPR from 26.1 at the baseline to 33.9.

Palladium and its consortium partners will strengthen the quality of service provision in the public sector (across 30+ districts in three provinces Punjab, Sindh and KPK) by :

  • Increasing access to FP services :
  • Building capacities of government health / FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.
  • Improved quality of client-centered FP services :
  • Building capacities of the government health / FP facility staff on client-centered / unbiased counselling.
  • Building capacities of community workers on better, client-centered / unbiased counselling.
  • Building capacities of government health / FP facility staff on improving clinical quality.
  • Improving quality assurance systems involving district health management teams, including clinical waste management.
  • Beyond building capacities of district health teams, health facility staff and community-based workers. The project will focus on sustainably changing behaviours of providers, systemic changes and commitments through engagement with and TA to district and provincial level governments, health management teams, providers and communities.

    Terms of reference :

    STTA-RME will support the RME Advisor and the project team in developing and rolling out RME framework and Monitoring, Evaluation and Learning (MEAL) Strategy for DAFPAK Lot 2b Public Sector Service Delivery component (herein after referred to as "the project") .

    This will include setting up the M&E System for the project so that it captures essential data and insights which informs programme learning, adaptation and accountability.

    This includes ensuring that all M&E related deliverables for the project are completed in an efficient and timely manner, including those for the inception phase.

    Main tasks for this assignment include but are not limited to :

  • Contribute in preparing M&E Framework / plan including logical framework and ToC along with its indicators, data sources and means of verification
  • Assist in adopting data flow and feedback mechanism to track project progress against outputs, outcomes and results
  • Lead in developing the project work plan in collaboration with the programme staff
  • Contribute to the development of the project's Value for Money (VfM) framework focussing on efficiency, effectiveness and equity;
  • Any other task assigned by the RME advisor
  • Deliverables :

    Support in the preparation, planning, development of all M&E related deliverables for the project for the inception phase.

    Level of Effort :

    10-15 days a month LoE between September and December 2019

    Criteria

  • 5 years' work experience of monitoring, evaluation and research, preferably DFID funded health projects
  • Experience in establishing and using effective RME plans and results frameworks for large and complex programmes
  • Ability to analyse and interpret (identify trends and patterns) large and complex datasets and epidemiological analysis
  • Experience of working in a challenging / security risk environment, including across Pakistan
  • Ability to liaise effectively with a range of stakeholders, including project partners, donors, private sector, NGOs, and government departments
  • Ability to effectively work and manage a diverse team of people - including international and national staff
  • Strong results orientation and commitment to accountability and value for money
  • Strong personal qualities, including integrity, commitment to excellence, equality, openness, inclusiveness, collegiality and problem solving ability, even in very difficult situations
  • Excellent written and spoken English is a must; local languages are an advantage
