to-wallet funds transfer, bill payments and top-ups of prepaid cell phone service. Background to Terms of Reference The objective of this assignment is to conduct a comprehensive in-
country donor scoping and, assessment report for FINCA Microfinance Bank to determine what the opportunities are for securing primarily donor funds and secondly blended capital in areas that align with the institution’s strategy, and with a focus on digital financial services.
The results of the scoping exercise will inform FINCA Microfinance Bank’s fundraising resource planning and will determine if there is a business case for hiring a full-
time, locally based fundraiser in Pakistan to support its growth. The consultant will identify key donors and opportunities with or without an in-
country presence, and determine if their funding focus is a good fit for FINCA’s work. The consultant is expected to provide recommendations on priority donors for FINCA Pakistan based on a deep analysis of donors and funding trends and to develop a clear roadmap / action plan on how to access those opportunities. Deliverables

Timeframe & Engagement This engagement shall take no longer than 40 working days and is proposed to begin September 15, 2018.
Consultant proposals should include detailed costing of all consultancy fees and taxes (based on 40 days of work), as well as the methodology to be used, and examples of past work.
Local travel costs will be paid in accordance with FINCA’s travel and per diem policy. The full proposal should comprise the following :
The Consultant team will report to Leslie Enright (leslie.enright finca.org) providing updates on their progress through regular meetings over the course of the engagement.
Location The consultant will be based in Pakistan (Lahore or Islamabad, preferable)
