Under the guidance of the UNDP Resident Representative (RR) and direct supervision of the Deputy Resident Representative (DRR) Programme, the Assistant Resident Representative / Crisis Prevention and Recovery Unit (ARR / CPRU) is responsible for the management of UNDP programme within this thematic area.

The ARR / CPRU analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his / her portfolio and provides policy advisory services.

In this context, the incumbent will work to support the overall UNDP component of conflict sensitivity, political dialogue, local conflict mitigation mechanisms, protection against armed violence and other similar initiatives.

S / he will support national capacities for negotiation and mediation at local and national level to engage in on-going peace processes as well as increase skills in dialogue and other areas deemed suitable for creation of conditions for peace.

The ARR advises the CO Senior Management on creative partnerships and resource mobilization opportunities relating to CPR, leads the finding of creative responses to complex emerging challenges and opportunities with a view of increasing programme impacts as well as promotes harmonization and alignment.

The ARR / CPR supervises and leads unit and projects’ staff, and national consultants under the thematic areas and sub-areas including UNDP technical advisors and experts.

S / he works in close collaboration with the UNDP programme and operations teams, programme staff in other UN agencies, UNDP HQ staff and Government officials, technical advisers and experts, multi-

lateral and bi-lateral donors and civil society ensuring successful programme delivery of the CPR portfolio in Pakistan.

Duties and Responsibilities

Summary of Key Functions :

  • Ensuring the implementation of UNDP CO programme strategies in the areas of Crisis Prevention and Recovery
  • Management of the CO programmes on thematic areas of responsibility
  • Creation of strategic partnerships and implementation of the CO resource mobilization strategy within these thematic areas.
  • Provision of top quality advisory services on the thematic areas as well as leadership in the management and sharing of knowledge products
  • 1. Ensures implementation of programme strategies for Crisis Prevention and Recovery focusing on achievement of the following results :

  • Thorough analysis and research of the political, social and economic situation in the country conducts the preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other technical documents.
  • Collaborative preparation / revision of key corporate programme management Tools.
  • Identification of areas for support and interventions within the thematic / sectoral areas with emphasis in activities addressing CPR challenges,
  • Operationalization of UNDAF / CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
  • 2. Ensures effective management of the CO programme within the thematic / sectoral areas assigned focusing on quality control of programming from formulation to implementation of the country programme achieving the following results :

  • Management of CPRU team ensuring effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of CO programme within this area of responsibility, translating UNDP’s priorities into local interventions.
  • Coordination of programme implementation with the executing agencies. Introduction of performance indicators / success criteria, cost recovery, targets and milestones.

  • Oversight of planning, budgeting, implementing and monitoring of the programme thematic area, tracking use of financial resources in accordance with UNDP rules and regulations.
  • The Incumbent performs the function of Manager Level 2 in Atlas for development projects transactions approval.

  • Effective monitoring, measuring the impact of the CO CPRU programme within the area of responsibility and evaluation. Constant monitoring and analysis of the programme environment in order to perform a timely readjustment of the programme if needed.
  • Initiation of a project, presentation of the project to the PAC, finalization of contribution agreement; determination of required revisions;
  • coordination of the mandatory and budget re-phasing exercises, and closure of projects through review.

  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development and implementation of solutions.
  • Participation in audit of NIM projects.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Ensure timely cost-recovery for the services provided by the CO to programmes in close collaboration with Country Office Finance team.
  • Active collaboration with the Management Support Unit and Strategic Positioning Unit to ensure timely and quality delivery of development support services.
  • Active identification and promotion of programmatic cross-cutting collaboration between the Country Office’s programme thematic focus areas
  • Provision of inputs and updates related to the thematic areas to the NHDR.
  • 3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Strategic Positioning Unit Team focusing on achievement of the following results :

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs in close collaboration with Academia and top-
  • notch practitioners, on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

    4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results :

  • Identification of sources of information related to policy-driven CPR issues.
  • Identification and synthesis of best practices and lessons learned directly linked to CPR policy goals
  • Coordination on development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high impact advocacy campaigns are implemented with key Partners.

    Required Skills and Experience

    Education :

    Master's degree or Bachelor’s in social policy, public policy, politics, economics, development studies or a related area.

    Experience :

    Master’s Degree with 5 years or Bachelor’s with 7 years of progressively responsible work experience in international development with experience in policy design and portfolio management on issues such as local / area-

    based economic development, service delivery, peace-building, livelihoods, youth empowerment, private sector development, innovation and gender.

  • Experience coordinating and liaising with government agencies and bilateral donors.
  • Excellent written and verbal communication skills.
  • Experience working in the UN System is an asset.
  • Language Requirements :

    English and language of the Duty Station. Other official language of the UN will be desirable
