HRDC2 (the Client Services HR team covering the South Asia and East Asia regions of the World Bank) is seeking to hire a highly skilled, well-organized, proactive and motivated individual for the position of Human Resources Analyst to provide HR support to the country teams in the Pakistan Country Office.

The HR Analyst is expected to fully demonstrate HR generalist capabilities as well as hold specialized expertise within the HR lifecycle (from on-boarding through ending employment).

It requires a high level of client orientation, , attention to detail, and strong organizational, analytical, and problem-solving skills.

The incumbent will report to the Regional HR Manager and will work closely with the local HR Business Partner for Pakistan for routine operational matters.

The HR Analyst is mainly responsible to support the HR team in delivering a range of HR products / services to client managers and staff in the Pakistan Country Office and possibly other offices in the region.

This position is expected to work with relative independence in the interpretation of data; understanding the why of HR policies as a basis for resolution of business problems.


  • Using a full understanding of the rationale underlying HR policies, guide clients in the interpretation of such policies and procedures, including their application to non-standard or new business situations.
  • Assist clients with the implementation of strategies for Performance and Career Management, Staffing and Recruitment, Job Evaluation, Conflict Resolution, Separation Management, On-Boarding, etc.

  • Support the HR Business Partner and the HR team for identifying areas for streamlining and improving the HR processes to ensure an efficient, common standard in Pakistan Country Office.
  • Engage in dialogue with internal clients on HR-related topics, providing an institutional perspective in the discussion and resolution of issues / problems.
  • Convene focus groups to discuss HR program / policy issues in specialized units, document, and follow up. Prepare and make presentations to clients relating to the area of responsibility.

  • Participate in the interview panel for country office recruitment upon need and request from clients and / or HRBP.
  • Assist internal clients in the implementation of institutional and Country Office HR programs, e.g. Induction Check Lists, Coaching & Mentoring Programs, etc in consultation with HR BP.
  • Design and manage customized databases, and independently conduct research / analysis / special studies resulting in recommendations to facilitate decision-making on key planning, program, and policy initiatives covering a range of HR management-related areas (e.
  • g. strategic staffing, organizational change, training, recruitment, performance management, etc.). This would imply not only data retrieval but also the development and testing of hypotheses, interpretation, and write-up of analysis and recommendations on an independent basis with a minimum of supervision.

  • In consultation with relevant subject matter experts, troubleshoot and problem-solve process and data issues when they arise and develop quality assurance practices to catch and resolve issues
  • Work across teams to assist in the development of best practice reports, presentations, metrics that create consistent approaches and practices in these areas
  • Support HR Department’s initiative to improve data quality and accuracy in systems
  • Design innovative and customized reports on the basis of assessed client needs to fill information gaps and enable strategic decision making.
  • Prepare regular staffing analyses, formal reports, briefs, or presentations to the team and / or for guidance to clients.
  • Acts as Medical Benefits Plan (MBP) administrator to support local staff on medical benefits issues.
  • Selection Criteria

  • Master’s degree with 2 years of experience or equivalent combination of education and experience.
  • Experience in HR functions in a comparable working environment such as International or Multinational organizations. Thorough knowledge of Pakistan country Human Resources market and political context and detailed understanding of Pakistan country working environment.
  • Demonstrated initiative, innovation and drive for results including the ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines.
  • Strong organizational skills and ability to deal rapidly, and in a timely and accurate manner, with shifting priorities and work pressure with minimum supervisory requirements.
  • Outstanding interpersonal skills with proven ability to work cooperatively within a multi-disciplinary and cultural country team and with other functions within HR, while demonstrating political sensitivity and mature judgment.
  • Excellent spoken and written communications skills in English, ability to draft clear and concise reports, correspondence, and briefs.
  • Essential Specialized Skills / Knowledge / Competencies

  • Specialized experience in / knowledge of at least 2 functional areas of HR.
  • Excellent information technology skills and in-depth knowledge of HR systems (Peoplesoft preferred), as well as strong Excel and Powerpoint skills.
  • Ability to conduct research and analysis on difficult but well-defined tasks; articulate issues and recommend solutions.
  • A strong track record of being highly discrete and respected by staff as someone who handles sensitive information with the utmost confidentiality and ethical standards across the work spectrum is required.
  • Demonstrated experience with the full range of HR services and programs including recruitment, appointment, employment, and grading / compensation / benefit policies and procedures.
  • General Competencies and requirements

  • Ability to operate sensitively and compassionately in multi-cultural environments and build effective working relations with clients and colleagues.
  • Excellent problem-solving skills, sound judgment, and the ability to balance client interests and needs with institutional values, policies, guidelines, and best practices.
  • Excellent verbal and written communication skills in Urdu in addition to fluency in English are required, with a particular focus on the ability to present well-reasoned analysis, findings, and recommendations.
  • Proven ability to draft components of resorts and working papers in English.

  • Ability to function effectively in multi-disciplinary teams within matrix management.
  • Demonstrated ability to work independently and proactively and have a willingness to learn.
  • If the selected candidate is a current World Bank Group staff member with a Regular or Open-Ended appointment, s / he will retain his / her Regular or Open-Ended appointment.
