The Kaizen Company seeks personnel to lead a proposed Merged Areas Reforms Support program in Pakistan with the US Agency for International Development (USAID). 

This is an upcoming opportunity with USAID. Kaizen is seeking to gain more information on candidates before the Request for Proposal's release. As such, this is not a guarantee of hire, however, those selected will be among the first of whom Kaizen would contact for assignments under this contract should it be awarded. All positions will be based in Pakistan and are open to Pakistanis, U.S., and international applicants.


USAID/Pakistan’s Merged Areas Reforms Support (MARS) Activity is expected to be a five-year (2022-2026) award which is designed to provide technical assistance to the Government of Khyber Pakhtunkhwa (GoKP) on the laws, policies and strategies required for the legal integration of the newly Merged Areas as well as the planning, designing and delivery of development initiatives under the Tribal Decade Strategy (TDS). In addition, MARS Activity will assist the GoKP in strengthening local government systems and structures in the Merged Areas.


  • Chief of Party: The Chief of Party provides oversight of all program activities, including supervision of the program field staff, ensuring appropriate activity design, implementation, management, monitoring and evaluation, and compliance with USAID rules and regulations.
  • Policy and Legislative Reform Specialist: This role will lead the implementation of Objective 1: To draft, amend and develop laws, policy frameworks, and strategies to strengthen the legal and institutional integration.
  • Provincial Capacity Development Specialist: This role will lead the implementation of Objective 2: To improve the capacity of GoKP for planning, design, and delivery of development initiatives.
  • Local Governance Strengthening Specialist: This role will lead the implementation of Objective 3: To introduce and strengthen the local governance structures and systems in the Merged Areas.

One of the specialist positions may also serve as Deputy Chief of Party.


  • Bachelor’s Degree in Political Science, International Development, or International Relations. Master’s Degree strongly preferred.
  • Minimum 10 years of experience in technical design, implementation, and oversight in policy or legislative reform, capacity building, or local governance reform.
  • Minimum 10 years of experience working with international donors or the Government of Pakistan. Experience with USAID or USAID funded projects preferred.
  • In-depth understanding of Pakistani government systems and policies, with a preference for candidates with an in-depth knowledge of the Government of Khyber Pakhtunkhwa and the Merged Areas.
  • Must be fluent in written and oral English and have excellent technical report writing abilities.
  • Strong skills in effective client relationship management, including relationships with USAID counterparts.
  • Strong organizational skills, attention to detail, ability to multitask, and ability to work well under pressure.
