The Government of Pakistan has recognized the threat from GLOFs in its National Climate Change Policy and other relevant policies.

GLOF and flood related hazards are already greater than what the national public finance can manage. To be able to strengthen capacities of vulnerable communities to address the GLOF issue urgently in the scale that is needed, the Government of Pakistan, with support from UNDP secured GCF resources to upscale ongoing initiatives on enhancing resilience of communities to climate change induced disasters in KP and GB, particularly GLOF risks.

The Scaling-up of GLOF risk reduction in Northern Pakistan (GLOF-II) project expands coverage to 24 valleys in 18 districts of Khyber Pakhtunkhwa and Gilgit-Baltistan.

It will strengthen the technical capacity of national and sub-national decision makers to integrate climate change and disaster risk management into medium- and long-term development planning processes, along with preparedness at the community level through capacity building of Community Organizations.

The project will also implement several infrastructural activities, including construction of small scale infrastructures, rehabilitation of irrigation channels, slope stabilization through bio-engineering schemes and installation of Early Warning Systems (EWS).

The project will have significant environmental benefits in the short to long term through the improvement of flood mitigation, improved water quality through the minimization of sediment loss, hillslope protection, the absorption of greenhouse gas emissions and most importantly, through providing communities with climate information that will result in lives being saved.

However, any potential foreseen and unforeseen environmental impacts should be assessed, and appropriate mitigation measures should be in place.

For this purpose, the project intends to hire services of a qualified and experienced Environment Safeguards Specialist.

UNDP’s (SES) underpins UNDP’s commitment to mainstream social and environmental sustainability in our Programmes and Projects to support sustainable development.

The objectives of the standards are to :

  • Strengthen the social and environmental outcomes of Programmes and Projects
  • Avoid adverse impacts to people and environment
  • Minimize, mitigate, and manage adverse impacts where avoidance is not possible
  • Strengthen UNDP and partner capacities for managing social and environmental risks
  • Ensure full and effective stakeholder engagement, including through a mechanism to respond to complaints from project-affected people
  • A key mechanism to ensure these standards are applied is through UNDP’s project-level s (SESP),which is a requirement under UNDP and funding agency guidelines for all construction schemes in project valleys.

  • The objectives of the SESP are to : (a) Integrate the SES Overarching Principles (human rights, gender equality and environmental sustainability);
  • b) Identify potential social and environmental risks and their significance; (c) Determine the Project's risk category (Low, Moderate, High);
  • and (d) Determine the level of social and environmental assessment and management required to address potential risks and impacts.

    Duties and Responsibilities The ESMP Officer will report to the National Project Manager. S / he will work in close collaboration with the Technical Specialist (Climate Change), M&E Officer and Provincial Project teams.

    The ESMP Officer ill be responsible for the following key functions and tasks :

    Primary focal point for implementation of findings and recommendations under Social and Environmental Screening Procedure (SESP), Risk Log, Environmental and Social Management Plan (ESMP)

  • Ensure implementation of GLOF-II Environmental and Social Management Plan (ESMP) and Social and Environmental Screening Procedure (SESP), lead the compliance during implementation and update / adjust the ESMP / SESP to accommodate any findings from on the ground environmental assessments and consultations with stakeholders.
  • Regularly update all substantive and operational documentation relating to environmental safeguards policies of the project, and ensure that all key project personnel and stakeholders including RPs, IP, line departments and other government counterparts are duly informed.
  • Conduct public consultations with communities living near project activity sites with environmental risks to minimize negative impacts for those communities.
  • Ensure timely signing off of correct ESMP checklist covering all environment and safeguard aspects before construction commences.
  • Develop site specific Environment and Social Management Plans (ESMPs) for each sub-project / construction schemes.
  • Ensure inclusion of Environment Safeguards requirements, including COVID-19 related Occupational Health and Safety requirements, in the bidding documents for hiring of relevant contractors by the Government Line Departments for construction activities.
  • Work with Project engineers to update and establish a cost effective environmental management and monitoring system for the construction works consistent with the site specific ESMP so as to ensure minimal environmental effects both during and following the construction period.
  • Record Moderate / Substantial / High risks related to environment safeguards from SESP in project Risk Register.
  • Ensure implementation of the Grievance Redress Mechanism (GRM) established under the project for elements with environmental safeguards risks.
  • Undertake other duties as per requirements of the project in ensuring environmental compliance.
  • Lead the overall Coordination and Monitoring of GLOF-II Environment Safeguards compliance

  • Work with government counterparts and provide guidance in formulating environmental safeguard planning documents (e.g.
  • environmental and social management plans, checklists, assessment documents etc.).

  • Coordinate with Government Line Departments / contractors for necessary environmental compliance;
  • Conduct environmental safeguard implementation review missions to support the implementation of environment safeguards, particularly for the review of project quality and compliance with the EMSP including Occupational Health and Safety requirements for project elements with safeguards risks.
  • Prepare monthly and environmental monitoring reports documenting environment safeguards compliance of the project with project ESMP, approved environmental assessments, and management plans.
  • Capacity building and knowledge sharing on Environment Safeguards compliance

  • Provide advice and build capacity of the project staff, responsible partner, and implementing partner on the GLOF-II environment safeguards policies and requirements.
  • Prepare guidelines, handbooks, and staff instructions on the environment safeguard policies for the project based on relevant policies, acts, regulations and directives of the Government, UNDP and funding agency.

  • Required Skills and Experience

    Education :

  • Bachelors degree in Environmental Engineering, Environment Sciences, Natural Resource Management, Sustainable Development, Sociology and / or other related fields.
  • Experience :

  • Minimum 2 years of experience in environmental management and conducting of Environmental and Social Impact Assessments, Environmental and Social Management planning, implementation and monitoring.
  • Prior experience in the environmental assessments and processes of international organizations and donors, such as UNDP, World Bank, ADB, etc.;
  • Demonstrate experience working on policy and programmatic issues with national and local governments and civil society organizations including community organizations;
  • Professional knowledge of environmental regulations and normative acts in Pakistan;
  • Computer Proficiency including MS Office;
  • Demonstrate excellent interpersonal, analytical, writing, presentation, and communications skills are required.
  • Language Requirement

  • Excellent written and oral communication skills in English and Urdu are required. Knowledge of other regional languages would be an advantage.
