The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme (CP) II, 2016-
19 with a focus on illicit trafficking and border management, criminal justice and drug demand reduction and HIV / AIDS. As part of the CP II, there is significant strategic planning and coordination required with the Government to implement its Criminal Justice Programme (Sub-Programme II).
MAIN OBJECTIVES OF THE ASSIGNMENT.
COPAK requires the services of a Rule of Law Specialist with expertise in Pakistan in areas that include criminal justice, legal reforms and Anti-Corruption.
The purpose of the assignment is to support UNODC and stakeholders in developing the relevant documentation, conducting meetings, consultations, workshops to support the rule of law area under SPII and operationalization of the Rule of Law (RoL) roadmap in Sindh.
While this consultancy will focus on the RoL in Sindh, the consultant will be required to develop, review and attend to other tasks related to rule of law across provinces.
The Rule of Law Specialist will liaise with the relevant departments and ministries of the Government of Pakistan and the other stakeholders on behalf of UNODC to provide the relevant support.
The RoL Specialist will further advise the UNODC’s sub-programme Adviser of sub-programme 2 (SPII) on the needs of recipient departments, agencies and ministries, and international commitments and the appropriate strategies for efficient programme delivery that will help position the UNODC office on the development agenda of the country.
The incumbent will provide the inputs through specific deliverables and periodic written briefs and / or advisory notes and through briefing meetings in periodic visits to Islamabad.
