GIZ International Services is currently applying for the EU funded tender Public Financial Management Support Programme II (PFM II) in Pakistan.
The objective of this project is to help improve inclusive service delivery through technical assistance to support the Pakistani federal level as well as the provinces of Sindh and Balochistan to strengthen their public financial management as well as their federal, provincial and sector strategies.
The Team Leader will be responsible for the overall project management and implementation.
A University degree in Economics, Finance, Accounting, Public Policy and Administration or equivalent.
The person appointed will have extensive experience in managing complex external technical assistance projects.
Very good team management skills, communication and facilitation skills, adaptability and social awareness.
The team leader will further have to demonstrate the ability to mobilise and manage technical specialists as short-term experts for delivering the various technical tasks under each project component.
Full working knowledge of English and excellent report writing skills.
General professional experience
At least 10 years of professional experience in development assistance in developing countries in projects and programmes in public financial management.
Preferably minimum 10 years team leader experience in managing large projects (preferably projects with an individual budget above EUR 6 million each) and ability to coordinate with Government authorities and other donors and international financial institutions.
Working experience in Pakistan is considered an asset.
Specific professional experience :
Preferably minimum 10 years of specific professional experience in public financial management reform and institutional capacity building.
Experience in the following areas is an asset : MTBF and output based budgeting, macroeconomic analysis and forecasting, institutional and civil service reforms, PEFA framework, debt management, audit (internal and external), revenue collection, statistics, taxation, public procurement, legislation, regulation, law enforcement, public sector accounting systems and corruption.
The operational base for the project will most likely be Islamabad. Activities will also take place in other parts of Pakistan.
