This position is located at the United Nations Military Observer Group in India and Pakistan (UNMOGIP). The incumbent will report to the Chief of Section, Field Technology Section.

Responsibilities

Within delegated authority, the Chief of Unit, Service Management will be responsible for the following duties :

  • Provides first level support to field Technology clients and manages service desk operations providing regular management reports on service availability and performance.
  • Monitors client experience and advises on programs for continuous service improvement.
  • Manages compliance with organizational standards, policies and technical procedures and ensures that aspects of the standardization ITIL international framework for ICT service management and service delivery are fully implemented.
  • Monitors performance and reports on aspects of service and operational level agreements. Develops plans, oversees, and monitors implementations of field based projects.
  • Drafts specifications and standards for a wide range of telecommunications equipment such as network switches and routers, telephony switching systems, VSAT and INMARSAT satellite earth station systems, digital microwave systems, trunked radio systems, and UHF / VHF / HF mobile / repeater and fixed station system
  • Provides support for the development of technical specifications for procurement of equipment; evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment;
  • supports the establishment of equipment and service contracts, and serves as the contract administrator; identifies appropriate standards to procure communications equipment at the least cost and in the most expeditious manner

  • Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance
  • Provides engineering services related to planning, implementation, and maintenance of local area networks
  • Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison
  • Collaborates with the mission’s Human Resources Office in the preparation of training modules and other training activities in all aspects of communications technology usage
  • Prepares and makes presentations on telecommunications networks and equipment to staff and other UN agencies.
  • Supervises junior staff / technicians as required
  • Performs other related duties as required.
  • Competencies

    Professionalism : Knowledge of a wide range of telecommunication systems with adequate skills for leading a team through the installation, maintenance and operation of these systems.

    Knowledge of operations of commercial telecommunications services, voice and data communications networks, telephony switching, radio, satellite, microwave and trunked radio communication systems.

    Education

    High School diploma or equivalent and technical training in education in the field of telecommunications and information systems is required.

    Work Experience

    At least 10 years of experience in telecommunications including experience in developing and overseeing large centralized and globally distributed institutional systems.

    Experience and knowledge of Communication Tower Construction, working at Height and Rescue Policies and Procedures is desirable.

    Experience of LAN structured cabling and ICT backbone systems and regional coordination is desirable.

    Experience in managing a large team with diverse technical skills is desirable.

    The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level University Degree.

    Languages

  • French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required;
  • knowledge of another UN official language is desirable.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
