The Senior Policy and Communication Advisor under direct supervision and reporting to the Country Director Pakistan; provides strategic guidance and technical assistance for Ipas’s policy and advocacy activities in Pakistan.
This position provides policy input, technical assistance, and policy management support. The advisor act as a creative and strategic advocate to gain attention and traction for policy change on SRHR particularly on safe uterine evacuation (UE) / post abortion care (PAC).
Develops grassroots campaigns, networks, and successful coalitions, to advancing national / regional advocacy objectives on safe UE / PAC.
The advisor skilfully strategizes, engages, develops and maintains partnerships with colleague agencies, and immaculately executes issue-based advocacy and work with stakeholders towards a policy enabling environment.
The advisor will be involved in writing reports, developing project briefs, reviewing various documents for publication, offering general technical expertise regarding communications and media, and ensuring publications / broadcasts of the essential information relating to Ipas work in the region.
This will include documentation of case studies from the Pakistan program work and maintaining the global Ipas brand through consistent visual and editorial messaging.
Provides leadership to Policy and Communications Unit
Contributes to the role of a member in SMT
Provides strategic guidance for advocacy to identify, and lead accomplishment of policy and strategic communication goals.
Builds and nurtures existing networks and partnerships of organizations and institutions including media to support Ipas’s mission and legal / regulatory / policy changes on safe uterine evacuation and post-abortion care
Provides policy and advocacy support and technical assistance as needed including drafting speeches, presentations and materials for presentation in international, regional and national conferences e.
g. compendiums, best practices documents, research fact sheets & briefs; program documents, policy statements, and workshop materials
Develops and also supports program teams in review of appropriate and relevant IEC materials, develop position papers, Researches and writes articles, brochures, and website materials supporting Ipas’s mission for publication, as required
Implements and reports progress / outcome on country activities toward achievement of efforts for policy change, as reflected by donor deliverables and other indicators
Participates in planning meetings for donor programs; prepares timely and high-quality policy components of related donor reports
Assists in relationship management and helps maintain key relationships with national non-profits, private sector entities and policy networks, especially at the national level
Maps partners and partnership programs and keeps awareness on SRHR- opposition activities
Assists with data collection and analysis, and drafts policy reports
Manages relationships with external entities including partner organizations, donors, policymakers and consultants
Ensures consistency of messages of the organization
Prepares media briefs and serves as a liaison with media houses, journalists and other media personnel to sustain positive media engagement
Tracks media, in collaboration with HQ-based press officer, for issues relevant to Ipas Pakistan sharing the same within the organization on timely basis
Develops media and communication strategies for the organization, in collaboration with HQ-based press officer
Develops external communication to media in line with Global Ipas media communications policies
Works with Policy team members about workshop logistics, implementation of activities, and program needs
Works with finance unit about budget activity
Performs other duties as assigned
Travels as and when required
Master’s in public health with experience in policy analysis, mass communication or equivalent related field
5 or more years of experience
Program planning and management experience
IT / Software Requirements : Microsoft Suite, Outlook, and SharePoint
Must have excellent writing, editing, communication (for example : designing / graphics and / or photoshop / CorelDraw) and event management skills
Ability to learn new technologies quickly (for example : media tracking database, online communications platforms).
Must be flexible and able to adapt to changes in strategy
Demonstrated ability to work in multi-cultural environment
Ability to travel 40%
MPH with MBA in mass communication
Experience working in a non-profit organization
Established relationships with public sector / health organizations
Working knowledge of budget oversight
Experience working in Sexual Health and Reproductive Health field
