I.Introduction / Background :

Ipas Pakistan is a non-governmental organization that has been working since 2007 to decrease death and injury from unsafe abortion in Pakistan through policy advocacy, and socially and culturally sensitive interventions, including training health-care providers, supporting the sustainability of safe reproductive health technologies, and strengthening national partnerships in support of women’s sexual and reproductive health and rights.

Currently Ipas is implementing a project titled Improving Access to High Quality Postabortion (PAC) and Comprehensive Contraceptive (CC) Care for Women and Girls in Pakistan .

This project works around three objectives including enabling environment, 2) providing high-quality PAC and contraceptive services and 3) increasing women’s and girls’ knowledge and self-efficacy to access comprehensive PAC and contraceptive care.

Under Objective 3, Ipas is implementing a training intervention to engage male family welfare assistants (FWAs) and social mobilizers in the catchment areas of Ipas-supported PAC and CC facilities.

These male FWAs and social mobilisors are attached with the family health clinics (FHCs) and / or RHS-A centers and reach out to serve rural catchment populations for FP demand creation and referrals.

This intervention with the male FWAs and social mobilisors will help equip men with correct information and knowledge about the Uterine Evacuation / Postabortion Care and Postabortion family planning (UE / PAC-FP) safe pathways and guide and support the women and girls to seek safe and appropriate UE / PAC-FP and contraceptive services.

Purpose and SOW : Ipas has developed SBC material and messages for the men community members about PAC-FP safe pathways for use by the male FWAs and social mobilizers during the community sessions with men among their catchment population.

In this regard, services of a technical expert / consultants / firm / is required for developing a short video on use of SBC / IEC material to increase knowledge, attitude and practices of male FWAs and male mobilisers around UE / PAC-FP safe pathways to enhance the ability of male FWAs and social mobilisers as male community intermediary and mobilize men community members to promote safe UE / PAC-FP services in their catchment areas.

The content of the video is already established as training guide. Video will convey core messages and tell an emotionally engaging story through a creative and visually captivating product.

The role play video will capture the dynamics of the full community session on given content and potential questions and responses.

The role play video / films will target community men through captivating storyline. The video will include professional high-quality transitions, voice-over narration, and appropriate supporting background music.

The video crew shall be sensitive to what is communicated in the story and facilitate the impression of a genuine and unscripted picture of reality.

Deliverables :

Develop 2-3 documentary videos (approx. 10-12 minutes) culturally appropriate for the men about the UE / PAC-FP safe pathways and share with Ipas.

Specific Activities :

The main tasks of the consultant / firm are as follows :

  • Meeting with the Ipas team to conceptualize expectations of project and develop the scenario, theme and work schedule of video production
  • Recruit the team to produce the video
  • Developing a script with guidance from the Ipas team. Films' narration will be in English and Urdu. Subtitles / captions shall be prepared in English and Urdu.
  • Onsite Filming
  • Submission of at least 10 high quality photos from each project site they shoot.
  • Submission of all original documentary footage. The consultant / firm will provide full production and a ready-to-use product
  • Submission of 5 DVD copies of the film.
  • Ownership and rights lie with Ipas Pakistan.
  • The quality of the documentary must be up to high standards with a minimum standard of high definition
  • Timing and Duration :

  • The consultant / firm shall commence work on the signing of the contract and the contract shall expire by the end of January 2020
  • The consultant / firm will make its own logistical arrangements.

    Requirements and Qualifications for the Consultant / Firm

    The Consultant / Firm is expected to have the following qualifications :

  • Minimum of five years' work experience in the area of film / reportage / documentary writing, producing, directing and editing;
  • History of performance excellence regarding themes / target groups that are the same as / similar to the ones mentioned above;
  • Detailed filming plan and timetable in all phases of production and post-production;
  • Price schedules for the film which should clearly explain the following details

    No equipment purchase will be covered under this contract.

    Confidentiality : The consultant / firm undertakes to maintain confidentiality on all information and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment.
