Support the Chief of Party (COP) and program on all competitive procurement related technical assistance issues.
Oversee assessments covering financial, economic, regulatory, and policy aspects of clean energy generation and development.
Oversee financial and economic project evaluation, including preparing cost-benefit analyses and financial models, and evaluate technical and financial capacities of proposed project sponsors.
Identify, recommend and implement traditional and innovative financing mechanisms, public-private partnerships, and risk mitigation instruments.
Advise project developers, utilities, government ministries, banks, investors, local communities, and other stakeholders on expediting the financial closure of projects.
Build the capacity of government institutions responsible for promoting private investment.
Coordinate with international donors supporting the design and execution of a long-term renewable energy auction program.
Work closely with other technical staff and the COP to achieve defined project results, produce quality deliverables on schedule, and build successful partnerships with stakeholders, counterparts and the donor community.
Perform other competitive procurement related duties as assigned.
Essential KSA's Required (experience, skills, education, certification, etc.) :
Master’s degree in renewable energy, power systems, energy policy, energy finance, engineering or related field.
Minimum of 15 years of experience in planning, designing and managing clean renewable energy generation projects.
At least 4 years of experience working with governments on renewable energy auctions in international contexts and preferably developing country contexts.
Eight or more years of demonstrated experience managing complex energy generation and transmission related activities, including participation in competitive procurements for generation capacity and wheeling agreements.
International experience in developing countries providing technical advisory support and significant experience working closely with government officials.
Demonstrated track record preparing reports and technical studies in renewable energy for power generation.
Strong management skills and experience to managing a multi-cultural team both in-country and internationally.
Fluency in English (reading, writing and presentation skills) is required, fluency in Urdu.
Demonstrated ability to interact effectively with clients and high-level government counterparts.

Prior experience working on or leading USAID energy sector reform projects
