Summary of the Position

The Technical Advisor, Pharmaceutical Policy and Quality Assurance will have extensive experience in the development of pharmaceutical policy.

The Technical Advisor will conduct analysis and oversee efforts to elevate the pharmaceutical policy and quality assurance agenda in Pakistan.

The individual will report to the Chief of Party, Pakistan, and will play a lead role in driving the development of policy positions and strategies related to antimicrobial medicine quality.

This highly visible role requires extensive collaboration across government ministries, the Drug Regulatory Authority of Pakistan (DRAP), and pharmaceutical companies.

Roles and Responsibilities

  • Leads in the development of recommendations to improve the quality and completeness of national data on access and use of medical products
  • Facilitates the exchange of knowledge and experiences between stakeholders and international partners, to improve access to quality essential medicines
  • Conduct a scientific review of data on the quality of medical products, including antimicrobials based on draft national medicines policy (NMP)
  • Contributes to the national policy dialogue on issues around strengthening access to quality-assured, safe, and effective medical product
  • Present findings to a consultative group of pharmaceutical scientists and other stakeholders
  • Facilitate engagement around the quality of medical products (including antimicrobials) among relevant sectors
  • Develop and propose guidelines for implementation of quality assurance components of the NMP
  • Assist in drafting annual monitoring and evaluation (M&E) plan for NMP implementation
  • Advocates for the use of medicines quality and consumption data to improve national health indicators
  • Develops and implements coordination and collaboration mechanism within the federal and provincial bodies other partners on medical product quality assurance throughout product life cycle
  • Develops and disseminates findings from national situational analyses of medicines quality in health
  • Work closely with country teams to support the development and deployment of strategies in pharmaceutical sector policy
  • Supports the work and efforts of the Technical Director and the center of excellence to develop technical documents on the manufacturing of quality generic medical products
  • Support both federal and provincial bodies to switch the policies from quality control and quality assurance
  • Support to laboratories for ISO and WHO prequalification
  • Represents the organization in local and regional forums
  • Actively contribute to annual programmatic and resource planning process and the development of quarterly and annual reports
  • Basic Qualifications

  • 10 + years of experience in pharmaceutical policy (minimum 12 years for Senior)
  • Bachelor’s degree in pharmacy, pharmaceutical science, chemistry, or science-related field of study required
  • Ability to provide strategic counsel, often under pressure, to senior leaders on policy and government affairs.
  • Proven contact network, involvement, and success in influencing the development of legislation and / or regulatory policy
  • Proven ability to understand and clearly communicate complex and technical topics simply and succinctly.
  • The successful candidate will have strong analytical, written, presentation, and communication skills in English, as well as a comprehensive understanding of the policy process in Pakistan
  • A track record of successful development of policy or regulatory strategies within the pharmaceutical space.
  • Strong written (especially technical writing) and oral communication skills
  • Willingness to travel at least 30% of the time.
  • A Master’s degree in pharmacy, pharmaceutical science, chemistry, engineering, or science-related field of study required
  • Direct experience implementing USAID-funded programs
  • Minimum of 5+ years people management experience and skills
  • Experience at least one of the following health areas : HIV / AIDS, malaria, TB, NTDs, AMR, MNCH
  • Preferred Qualifications

  • A Master’s degree in pharmacy, pharmaceutical science, chemistry, engineering, or science-related field of study required
  • Direct experience implementing USAID-funded programs
  • Minimum of 5+ years people management experience and skills
  • Experience at least one of the following health areas : HIV / AIDS, malaria, TB, NTDs, AMR, MNCH
  • Supervisory Responsibilities
