MSI is seeking field monitors / civil engineers (multiple positions) with relevant design and construction experience in vertical structures / buildings, roads, and water and sanitation projects, to conduct site monitoring visits of selected, on-
going and completed infrastructure projects funded by USAID in selected areas of Pakistan to verify and validate the various components of the infrastructure program.
Monitoring visits are anticipated to take place in Sindh, Balochistan, Gilgit-Baltistan and Khyber-Pakhtunkhwa. The anticipated period of performance is August 2018 January 2019, with the exact level of effort to be determined based on the complexity and status of specific infrastructure projects.
The field monitors will work under the guidance of the team leader to accomplish the monitoring tasks including interviews and discussions with concerned stakeholders, desk review of documents, and visual inspection of infrastructure projects.
Review background documents to understand the scope and requirements of infrastructure projects for the monitoring;
Participate in follow up meetings with USAID’s Office of Infrastructure (OIE team as necessary);
Participate in team planning workshop and contribute to development of interview guides and monitoring checklists for vertical buildings, roads, and water supply and sanitation systems;
Participate in pre-testing of monitoring checklists and interview guides;
Assist team leader to develop data collection and analysis plan;
Travel to the project locations and carry out monitoring using the checklists and interview guides, which includes : Verification of quality of materials and quality of construction / installation work to contract specifications;
Verification and construction conformance to contract design drawings, technical specifications, and requirements; Visual observance of any defects due to use or improper construction in the case of completed facilities;
Status of the intended use of the facilities.
Record comprehensive and high-quality notes during interviews and transcribe and translate notes in English in accordance with the required format;
Submit the completed checklists, interview transcription, and photos within three days after the monitoring visits; and
Undertake other tasks as assigned by the team leader and assignment manager for the successful completion of the assignment.
Bachelor of science in civil engineering; Desired specialization in : buildings and vertical structure, road construction or water systems construction engineering.

A minimum of five (5) years of relevant design and construction surveying experience in buildings and vertical structures, roads, or water and sanitation projects;
Excellent MS Excel skills required;
Willingness and ability to travel within the country and hard to reach areas;
Excellent analytical and personal communication skills;
Fluency in written and spoken English; and
Proficiency in speaking and understanding local languages including Pushto, Sindhi, and Balochi is a plus.
