Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.

The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States.

The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years.

UNIDO’s mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation .

  • The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities : Creating shared prosperity;
  • Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

  • Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions : (i) technical cooperation;
  • ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-

    related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments / Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

    The Directorate of Programme Development and Technical Cooperation (PTC), is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID.

  • PTC provides services in the following areas covered by five departments : Department of Trade Investment and Innovation (TII);
  • Department of Agri-Business (AGR); Department of Energy (ENE); Department of Environment (ENV) and the Department of Programmes, Partnerships and Field Integration (PTC / PPF).

    The Agri-Business Development Department (PTC / AGR) provides a variety of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate increased employment opportunities in off farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty.

    The Food Systems and Nutrition Division promote inclusive and sustainable industrial development through supporting the promotion of sustainable food systems in close cooperation with the other relevant organizational units in UNIDO.

    FSN is responsible for identifying, developing and managing programs to improve the competitiveness of the agro-food processing sector through gaining access to support services, markets and trade opportunities.

    The Unit contributes to the capacity building of food system support institutions or skill development agencies through its advisory and convening activities.


    The Government of Japan in partnership with the Japan International Cooperation Agency (JICA) have indicated its interest to work together with UNIDO on an agri-

    business capacity building initiative to be implemented in two provinces of Pakistan, namely Khyber Pakhtunkhwa (KP) and Balochistan.

    As a result of preliminary assessments and stakeholder consultations with the involvement of the Government of Pakistan and its relevant provincial bodies, the Project for Agri-

    food and Agro-industry Development Assistance in Pakistan (SAP ID : 180109) was finalized, aiming to pilot the enhancement of productive and compliance capacities of relevant actors in the cattle meat value chain in selected districts of KP (Peshawar, Abbottabad, Kohistan and D.

    I. Khan) and apple value chain in Balochistan (Killa Saifullah, Killa Abdullah, Pishin and Quetta).

    The project will simultaneously support the relevant governmental bodies to offer adequate services to the industry at a sustainably manner and ensure the possibility to upscale best practices.

    The project is implemented in close cooperation with Livestock and Agriculture Departments in Khyber Pakhtunkhwa and Balochistan and under the overall supervision of the Ministry of National Food Security and Research.

    In particular, UNIDO will provide technical support to value chain actors in order to improve the competitiveness by improving the quality and safety and value addition of their products.

    This in turn can contribute to better marketability, higher profit, productivity and access to high-end markets.

    The project implementation in total is 48 months, including a six month inception phase, which has the following components :

    Output 1.1 : Detailed value chain analyses on the meat and apple value chains and assessments on institutional capacities were conducted to verify project activities

    Output 2.1 : Enabling environment and institutional capacities of relevant departments in KPK are upgraded through the introduction of adequate practices in food safety

    Output 2.2 : Improvement of cattle meat’s compliance and productive capacities are piloted by creating awareness on best practices and establishing training framework on-

    farm and processing level

    Output 2.3 : Value addition of selected value chain actors is improved through the introduction of new practices and technologies in pre-

    processing and manufacturing

    Output 2.4 : Market linkage of actors from meat value chain is improved

    Output 3.1 : Enabling environment and institutional capacities of the Agriculture Department improved through the development of agricultural extension services on apple value chain

    Output 3.2 : Value addition, compliance and productive capacities of the apple value chain are piloted by introducing new techniques at farm, pre-

    processing and processing level

    Output 3.3 : Market linkage of actors from apple value chain is improved

    Main Functions

    The Lead National Project Coordinator Leader in Islamabad will undertake the following main duties under the direct supervision of the Project Manager and the UNIDO Country Representative (UCR) in Islamabad :

    Project management

  • Become acquainted with the overall project objectives, inputs, outputs, and work plans;
  • Coordinate and monitor all project related activities as per the project document, which will include, but not limited to missions of international experts, study tours, field work, training and workshops, meetings, recruitment and procurement activities;
  • Liaise with UNIDO HQ and UNIDO Country Representative on project activities;
  • Support overall planning, reporting and management of the project, including development of project work plan and monitoring based on the achieved progress;
  • Supervise the field technical functions and maintain close contacts with the counterparts, project partners and beneficiaries, local experts and equipment and service suppliers;
  • Facilitate the work of other Individual Service Agreement (ISA) holders and subcontractors assigned for the activities of the project in KP and provide technical inputs to the developed reports thus ensuring the compliance with the needs of beneficiaries;
  • Revise reports submitted by ISA holders and subcontractors and provide technical and administrative inputs as per their relevant ToRs undertaking activities in KP;
  • Participate in meetings, field visits, workshops, and training activities planned and organized under the project as requested by the project manager;
  • Follow up and undertake field administrative functions through close contacts with the counterparts, local equipment suppliers, beneficiaries;
  • accelerate the selection of national experts; local purchase of equipment, selection of study travellers for study tours, fellows and fellowships;
  • with close cooperation and according to the applicable UNIDO Rules and Regulations;
  • Identify market, agribusiness and value chain opportunities and impediments for the project;
  • Establishes and maintains partnerships and facilitation in attracting private sector investments into target provinces; manages and spearheads the project stakeholders in both regions for advancement and execution;
  • Lead project team located related to the project activities in KP and provide monthly progress reporting by gathering project data and information from the Balochistan component on apple value chain to UNIDO HQ;
  • Contribute to the promotional material for the Programme (brochures, newsletter, advertisement, etc.);
  • Establish a coherent system of information covering each activity of the project, including project impact indicators, and transmit the required details to UNIDO;
  • Participate and finish required administrative and technical trainings to deliver the required work, such as BSAFE course by UNDSS and UN Women Gender E-Learning Course etc.

    Reporting and ad-hoc assignments

  • Take lead in the design and writing of the inception report based on the outcomes of the different assessments by gathering all relevant data and draft relevant sections of the inception report developed during the inception phase in liaison with UNIDO HQ;
  • Develop presentations, official correspondence and press releases etc. as required during the project implementation;
  • Prepare ad-hoc programme reports upon request of UNIDO, donors, and the counterparts;
  • Any other assignment requested by the PM dealing with other initiatives and / or projects.

    Any other task assigned by the UCR in agreement with the Project Manager.

    Advanced university degree in agricultural economics, business administration or other relevant discipline. Additional knowledge on agri-

    business development is highly desirable.


    Fluency in written and spoken English is required. # Fluency in Urdu is required. Fluency in written and spoken Pashtu is highly desirable.

    Field of Expertise

    A minimum of 5 years practical experience in the field of project management. Experience in technical cooperation in Pakistan and exposure to its needs, conditions and problems are highly desirable, particularly in the field of agri-

    business development. Experience in applying results-based management framework is an asset.
