Purpose of assignment :

Within the Pakistan Polio Eradication Initiative (PEI), UNICEF provides technical lead and guidance in areas of strategic communication, behavior change, and social mobilization to ensure reach and vaccination of every missed child with the vital polio vaccine.

To reach the goal of polio eradication, Pakistan's polio eradication programme is implementing an intensive vaccination campaign schedule supported by strategic communication using media and social media as well as targeted community engagement to overcome the existing challenges to polio eradication, improve vaccine acceptance and address any concerns of caregivers related to the use of vaccines.

In the light of the National Emergency Action Plan (NEAP), UNICE is the lead communication and social mobilization partner of the Pakistan Polio Eradication Initiative.

The Communication Strategy of the 2018-2019 NEAP has planned to produce a host of audio-visual material to deliver messages on awareness-

raising and advocacy messages through the various mediums of the media to reach out to all communities and districts where children under the age of five are missing their vaccination particularly during the low season of polio virus transmission.

To make a difference, you will be accountable for the following tasks and deliverables :

Task to be Performed

The consultant shall be producing high-quality information, education and communication audiovisual material including all project steps (filming, script development and post-production)

  • Produce professional quality B-roll;
  • Edit footage in line with the script agreed and approved by UNICEF focal person and produce broadcast quality media package / report / PSA etc

  • Record and edit voice over where needed per the guidance of the relevant UNICEF focal person;
  • Provide subtitles and ensure accurate translation for subtitles and voice-over jobs

  • Ensure audio balance the final product and convert it in formats for use on TV, radio, web, social media, etc;
  • UNICEF will have exclusive rights to all the copyright of the b-roll and finished material;
  • The consultant shall use own professional equipment including HD video camera not below the specifications of SONY HD NX5 or equivalent, light and sound equipment and all necessary accessories

    UNICEF shall provide Mac Pro editing suite for editing purpose along with accessories and relevant software.

    Deliverable(s)

    Note : Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable :

    Raw footage (one day filming)

    B-roll

    Script for 30 - 60 sec PSA

    Script for 120-180 sec PSA

    Finished PSA 5 -10 min

    Subtitling 30 sec spot one language

    Audio conversion Radio spot / audio / IVR 30 sec each

    Professional voice over 30 sec spot

    Duration : Start date : Dec 2018

    End date : Oct 2019

    Anticipated Travel Itinerary :

    The consultant will be required to travel locally within Pakistan if required.

    To qualify as an advocate for every child you will have

    Qualifications of Successful candidate :

    University degree in mass communication or any related field

    Experience :

    At least five years of experience in videography

    At least five years of experience in video editing

    The consultant shall use his own HD quality video camera not below the specification of SONY HD NX5 or equivalent.

    Demonstrated experience of conception, production and editing of mini video documentaries and PSAs.

    Experience covering social, humanitarian and development subjects within Pakistan will be an asset.

    Previous work experience with UNICEF and / or other UN agencies and INGOs is desirable

    Language :

    Fluency of spoken and written English.
