The IMO will provide support to Planning Monitoring and Evaluation Officer, Programme Manager and Chief of Field Office (CFO) on a regular basis and will also support other programme sections as and when needed at KP and FATA field office.
He will also coordinate internally and externally with stakeholders and partners to collect, compile and analyze information in both humanitarian and development situations (HAC), who, what, where, when (4Ws) and Monitoring etc.
The IMO will work on improving online data management, developing online dynamic databases, maps, monitoring system and will provide analysis for better planning and monitoring insight.
He / She will also facilitate and upgrade the online mobile monitoring system (MMS), currently in use for third party field monitoring (TPFM) and part of the standard LTA, and will facilitate all the provincial offices in the training of monitors, the roll out of the system, and ensuring that it is functional.
There are also plans to centralize the data from the MMS in the country office and integrate all provincial offices, for which specific support is required.
The position holder will also support this office in compiling analytical reports particularly related to implementation monitoring for use by heads of section and the CFO.
How can you make a difference?
1. Knowledge Management
Support Planning Monitoring and Evaluation (PMER) section in development and management of data base for monitoring of partnership and assurance activities under humanitarian interventions
Regularly collect and update information on emergency situations and response of UNICEF & Cluster under a systemic way to have sector, sex and age disaggregated data for better understanding and reporting.
Develop online dynamic software solutions that enable management including Chief of Field Office, Programme Manager, PMER and Sections for easy analysis and reference of progress segregated data.
Provide technical support to PMER and Programme Manager in mapping UNICEF partners, their areas of interventions, their geographical presence and their areas of expertise that will help in developing convergence and social cohesion.
Functionalize online data management tools for Third Party Field Monitoring (TPFM) in Open Data-kit Tool (ODK), Mobile based applications while using UNICEF servers for data safety and security.
Provide technical support in keeping the online data management tool functional for other field offices in Pakistan to capture the TPFM data.
Produce basic analysis from the data sector wise to be shared with sections for their review and corrective measures with their partners to achieve the results.
Provide technical support in data management for Joint Partnership Reviews, Mid-term reviews, Annual reviews and internal other reviews.
Provide technical support to all KP & FATA field office including (management and all sections) in achieving the data needs that arise time to time for some specific reports.
2. Information Management under Programme Monitoring
Provide technical support to all sections at KP&FATA in finalizing the Humanitarian Action for Children (HAC) table having high frequency indicators for data collection and setting targets from Humanitarian Needs Overview (HNO) while following the Humanitarian Strategic Plan (HSP) for Pakistan.
Provide technical support in management and monitoring of data collected using Core Commitment for Children (CCC) framework for producing Situation Report (SitRep) for UNICEF periodically and need-based.
Provide technical support and solution in Humanitarian Performance Monitoring during an emergency to focus on UNICEF interventions, potential convergence and opportunities for best investments through learning.
Coordinate monthly and periodically review meetings with TPFM, Programme sections and partners for discussing achievements, gaps and their solutions for improved programming.
Provide technical support in updating the online monitoring data collection tools as per guidelines from PMER and Sections, to meet the monitoring needs of sections and timely decisions.
Provide technical solution for compiling findings, recommendations, lesson learn, follow-up and status of open queries from all Programmatic Monitoring Visits (PMVs)
Provide technical support to PMER in all administrative procedures for managing monitoring interventions in KP & FATA.
3. Capacity Building and Innovation
Develop monthly info graphics that includes stories, progress, projects, innovation, coordination events to be shared with partners and government stakeholders.
Facilitate government partners in compilation of their requested data from UNICEF for their routine reviews, also participate in such reviews, analysis or discussion to give your technical inputs.
Facilitate trainings for internal UNICEF staff, Civil Society Organizations (CSOs) and Government partners under Multiple Indicator Cluster Survey (MICS), Results Based Management (RBM), Guidance for Risk Informed Programming (GRIP) and other Technological Solutions etc.
Assist and facilitate CFO, Programme Manager and PMER in managing information for Rolling Work Plan 2018-19 including humanitarian and development scenarios.
Post is office-based with travel to project sites.
To qualify as an advocate for every child you will have
University degree, ideally in Information Technology and Computer Science, or any other discipline relevant to these areas.
A minimum of 2 years of professional work experience in information management and database development, preferably in emergency settings.
Experience in information management, with UN and International Humanitarian Organizations will be considered an asset.
Fluency in written and spoken English and Urdu. Knowledge of the local working language of the duty station is an asset.
