The Institute for International Education (IIE) leverages the power of international education to support the work of the U.
S. Agency for International Development (USAID) worldwide. USAID recently awarded the Higher Education System Strengthening Activity (HESSA) project in Pakistan to a consortium of U.
S. higher education institutions (HEIs) and organizations led by the University of Utah. Other members of the consortium include IIE and the University of Alabama.
The HESSA project will provide technical assistance and support to the leading HEIs of Pakistan in driving system-wide changes for aligning the higher education to the market needs.
Within this broader context, the project proposes several strategic capacity building interventions targeting three layers of HEI functional areas : leadership and institutional governance, faculty and curriculum, and student affairs.
Within the context of HESSA project, IIE technical assistance will target the functional area aimed at enhancing support services across the students’ life cycle.
To support this component, IIE seeks a qualified candidate for the position of Program Manager to be based in Islamabad.
The selected candidate will be housed in the Project Management Unit (PMU) office established by the University of Utah and will closely coordinate with HESSA’s Chief of Party on administrative and operational matters in the field.
Major functions of the position include :
Collaborates closely with IIE, the University of Utah, Pakistani higher education institutions, and the HESSA PMUs to identify and develop activities that support enhanced student support services at Pakistani higher education institutions.
Provides support to the Chief of Party in integrating the IIE work plan into HESSA’s overall work plan and follows up on its implementation.
Coordinates all activities in Pakistan for IIE including conducting outreach to participants, identifying and confirming training venues, coordinating participant travel, coordinating travel-related payments for participants, managing events, and collaborating with facilitators in implementing and evaluating trainings.
Represents IIE externally and communicate directly with HESSA stakeholders in Pakistan. This includes holding stakeholder meetings, leading and participating in presentations, and providing program updates as necessary with program partners, the Higher Education Commission (HEC), senior university leadership, and other relevant stakeholders.
Ensures training complies with USAID rules and regulations.
Manages IIE’s in-country training budget in collaboration with the PMU Finance Manager
Co-leads critical start up activities including but not limited to project work planning.
Periodically makes field visits to support program activities, conduct trainings, and contribute to work planning.
Supports Monitoring & Evaluation staff on program evaluation.
Supports the creation of program deliverables and provide inputs as needed.
Works closely with the IIE US-based Senior Program Manager in the launch, implementation, evaluation, and closeout of the program.
Assists with the logistics and planning of IIE staff and technical experts travel to Pakistan.
Required Education and Experience :
At least ten (10) years of related experience
Other Knowledge, Skills, and Abilities :
Extensive expertise in training development and implementation, including first-hand experience developing, implementing, and evaluating short-term training programs for Pakistani participants.
Familiarity with the creation of on-campus support structures for students.
Familiarity with USAID regulations; previous experience working on USAID programming preferred.
Knowledge and work experience on issues of gender, diversity, and inclusion preferred.
Knowledge and work experience with the Pakistani higher education community preferred.
Knowledge of Pakistani higher education financial aid systems and processes a plus.
Commitment to the principles and values of IIE in regard to issues of race, class, age, nationality, religion, gender, sexual orientation, and disability.
Proven leadership and adaptive management skills, demonstrated ability to build collaborative relationships with a range of technical partners and stakeholders, locally and internationally
Established track record of project management, time management, budgeting, and client relationship management in a senior technical leadership role.
Exceptional ability to plan and organize work, develop tools, prepare and summarize reports and other deliverables, and follow-through on agreed-upon actions.
Financial management and budgeting experience, preferably with USAID or another government program.
Demonstrated ability to work with and productively communicate with a multi-cultural team in various time zones. Ability to work collaboratively, negotiate, comprise, and provide and receive feedback.
Proficient with using Microsoft Office 2010; internet software and ability maintain dataset information.
Excellent facilitation and interpersonal communication skills.
Fluency in spoken and written English and Urdu
Willingness and ability to travel abroad on short-term assignments
