Under the overall guidance of Programme Manager Supporting Rule of Law For Peaceful, Just and Inclusive Society in Pakistan (Amn-o-Insaf) Programme, the Senior Rule of Law and Justice Reforms Specialist will be providing strategic advice and direction to the implementation of European Union (EU) funded multi-year Project Promoting Rule of Law and Enhancing the Criminal Justice System in Khyber Pakhtunkhwa including Newly Merged Districts and Balochistan.
The project will provide support to the rule of law institutions in Khyber Pakhtunkhwa (KP), including Newly Merged Districts (NMDs), Balochistan and Islamabad Capital Territory (ICT).
EU signed in July 2020 an agreement with the Government of Pakistan to support a rule of law project Promoting Rule of Law and Enhancing the Criminal Justice System in Khyber Pakhtunkhwa including Newly Merged Districts and Balochistan’’.
The overall objective of this project is to contribute to the strengthening of rule of law in Khyber Pakhtunkhwa (KP), NMDs and Balochistan, and to ensure equal access to justice in particular for women and marginalized groups.
The project which is under a UNDP umbrella Programme (Amn-o-Insaf) has as three specific objectives :
UNDP is implementing with UN Women and UNODC, a part of this project in KP, NMDs and Balochistan. The implementation entails contribution to all three specific objectives in KP and NMDs and specific focus on objective 2 in Balochistan.
UNDP actions and interventions are centered on rebuilding public confidence in the formal justice and rule of law sectors through reform and development at policy, management, outreach and accountability levels, with special focus on gender-responsive programming benefitting from UN Women’s expertise in the area.
Positioned to support better service delivery at the local level, linked to relevant policies and legal framework on the federal level, the project will leverage divisional and provincial systems for sustainable change by ensuring that methodology and structure are based on provincial development policies, strategies, best practice and lessons learned from UNDP’s previous work in these areas.
The project activities and interventions are aligned with the Government strategies and commitment to update and implement the Roadmaps and connect to policies and legislative strategies and institutional developments.
The three main objectives and interventions therein are not stand-alone objectives but are closely interlinked linked and intended to support each other to ensure sustainable and tangible results both for the project beneficiaries.
To ensure a sustainable and holistic approach, the interventions under the three strategic objectives to support reform processes to ensure delivery of people-centered justice, enhance access to justice for all, particularly women and less privileged groups and to improve service delivery of the security sector in line with constitutional safeguards and international standards will be closely interlinked.
The contextualization and proposed development interventions are based on local problems and will identify and contribute to sustainable solutions which are easily applicable in the local context.
The project intervention logic aims to create an environment and a system which are living, local and technically guarantee sustainability over time.
To achieve this, a discourse will be initiated to lead the acceptance and approval of a wider normative framework that provides an opportunity for women’s and marginalized groups’ access to justice.
Duties and Responsibilities
Summary of Key Functions :
The Specialist will have the responsibility for strategic positioning of UNDP, providing policy advice to Amn-o-Insaf on the EU project related issues, reporting and project management.
S / he will support coordination with EU, UN Women and UNODC and represent UNDP in technical forums on the subject. S / he will also be leading formulation, strategic direction and evaluation of activities within the project and act as key point of contact for national and provincial stakeholders under the project.
The Specialist will ensure coordination and coherence throughout the implementation of the project under the supervision of Programme Manager Amn-o-Insaf.
While reporting to the Programme Manager Amn-o-Insaf, the Specialist will work very closely with the Amn-o-Insaf team on the smooth implementation of the EU funded project Specific responsibilities would cover the following :
Provide Strategic Advice and Direction :
Carry out any other relevant duties and responsibilities as advised by the Programme Manager Amn-o-Insaf.
Partnerships Building and Coordination :
leveraging the EU RoL programme to establish donor linkages for programme sustainability.
ensure that the quality and context of communication material developed adheres to UNDP and donor standards.

Required Skills and Experience
Language Requirements :
HEC attested degrees are a prerequisite for employment at UNDP. During the recruitment process candidates may be required to present HEC attested degrees.
