Under the overall guidance of Programme Manager Supporting Rule of Law For Peaceful, Just and Inclusive Society in Pakistan (Amn-o-Insaf) Programme, the Senior Rule of Law and Justice Reforms Specialist will be providing strategic advice and direction to the implementation of European Union (EU) funded multi-year Project Promoting Rule of Law and Enhancing the Criminal Justice System in Khyber Pakhtunkhwa including Newly Merged Districts and Balochistan.

The project will provide support to the rule of law institutions in Khyber Pakhtunkhwa (KP), including Newly Merged Districts (NMDs), Balochistan and Islamabad Capital Territory (ICT).

EU signed in July 2020 an agreement with the Government of Pakistan to support a rule of law project Promoting Rule of Law and Enhancing the Criminal Justice System in Khyber Pakhtunkhwa including Newly Merged Districts and Balochistan’’.

The overall objective of this project is to contribute to the strengthening of rule of law in Khyber Pakhtunkhwa (KP), NMDs and Balochistan, and to ensure equal access to justice in particular for women and marginalized groups.

The project which is under a UNDP umbrella Programme (Amn-o-Insaf) has as three specific objectives :

  • Support reform processes to ensure delivery of people-centered justice;
  • Enhance access to justice for all, particularly women and less privileged groups; and
  • Improve service delivery of the security sector in line with constitutional safeguards and international standards.
  • UNDP is implementing with UN Women and UNODC, a part of this project in KP, NMDs and Balochistan. The implementation entails contribution to all three specific objectives in KP and NMDs and specific focus on objective 2 in Balochistan.

    UNDP actions and interventions are centered on rebuilding public confidence in the formal justice and rule of law sectors through reform and development at policy, management, outreach and accountability levels, with special focus on gender-responsive programming benefitting from UN Women’s expertise in the area.

    Positioned to support better service delivery at the local level, linked to relevant policies and legal framework on the federal level, the project will leverage divisional and provincial systems for sustainable change by ensuring that methodology and structure are based on provincial development policies, strategies, best practice and lessons learned from UNDP’s previous work in these areas.

    The project activities and interventions are aligned with the Government strategies and commitment to update and implement the Roadmaps and connect to policies and legislative strategies and institutional developments.

    The three main objectives and interventions therein are not stand-alone objectives but are closely interlinked linked and intended to support each other to ensure sustainable and tangible results both for the project beneficiaries.

    To ensure a sustainable and holistic approach, the interventions under the three strategic objectives to support reform processes to ensure delivery of people-centered justice, enhance access to justice for all, particularly women and less privileged groups and to improve service delivery of the security sector in line with constitutional safeguards and international standards will be closely interlinked.

    The contextualization and proposed development interventions are based on local problems and will identify and contribute to sustainable solutions which are easily applicable in the local context.

    The project intervention logic aims to create an environment and a system which are living, local and technically guarantee sustainability over time.

    To achieve this, a discourse will be initiated to lead the acceptance and approval of a wider normative framework that provides an opportunity for women’s and marginalized groups’ access to justice.

    Duties and Responsibilities

    Summary of Key Functions :

    The Specialist will have the responsibility for strategic positioning of UNDP, providing policy advice to Amn-o-Insaf on the EU project related issues, reporting and project management.

    S / he will support coordination with EU, UN Women and UNODC and represent UNDP in technical forums on the subject. S / he will also be leading formulation, strategic direction and evaluation of activities within the project and act as key point of contact for national and provincial stakeholders under the project.

    The Specialist will ensure coordination and coherence throughout the implementation of the project under the supervision of Programme Manager Amn-o-Insaf.

    While reporting to the Programme Manager Amn-o-Insaf, the Specialist will work very closely with the Amn-o-Insaf team on the smooth implementation of the EU funded project Specific responsibilities would cover the following :

  • Provide Strategic Advice and Direction;
  • Partnerships with the rule of law institutions to properly anchor the project interventions;
  • Coordination with UN Women and UNODC;
  • Implementation of the project activities in quality and timely manner;
  • Report writing
  • Coordination with the Donor;
  • Provide Strategic Advice and Direction :

  • Oversee the project implementation, provide technical advice and quality assurance on the work of the implementing partners, monitoring and evaluation and reporting functions;
  • Coordinate the overall delivery of the project in an effective and efficient manner, working closely with national and provincial government, the rule of law institutions, UN Agencies and Non-governmental Organizations (NGOs);
  • Guide communication and outreach strategy to ensure adequate project visibility and awareness in relation to the project implementation and achievements;
  • Ensure that the project activities are closely coordinated with the stakeholders both national and international and that a high level of collaboration and cooperation is in place at all levels;
  • Assess the impact, effectiveness and relevance of the project interventions through regular field visits and highlight achievements, progress and challenges through impact and results-driven reports;
  • Provide and identify expert technical advice on rule of law-related issues;
  • Liaise with national counterparts, UN Women, UNODC and EU on project implementation, including engaging in substantive and technical discussions on rule of law and access to justice in KP, NMDs and Balochistan;
  • Responsible for quality assurance of technical deliverables from experts / consultants, contractors, implementing partners, and provide them with substantive feedback and guidance;
  • Follow up and coordinate, together with national partners, EU and development partners, the conduct of periodic Project Review Board (PRB) / Steering Committee (SC) meetings, prepare and present required documentation and analytical reports to the PRB / SC and undertake follow up on the PRB?
  • SC decisions and recommendations;
  • Support strategic positioning of UNDP by identifying emerging rule of law issues and response options. Identify, design and operationalize strategic interventions and policies for UNDP in the rule of law sector.
  • Carry out any other relevant duties and responsibilities as advised by the Programme Manager Amn-o-Insaf.

    Partnerships Building and Coordination :

  • Ensure coherence, complementarities and coordination with other development partners in the area of rule of law and access to justice;
  • leveraging the EU RoL programme to establish donor linkages for programme sustainability.

  • Advocate for and substantially contribute to One UN approach and multi-partner joint planning and / or programming initiatives;
  • Build partnerships with national and international NGOs throughout the project implementation
  • Documentation of progress, lessons learnt, case studies;
  • With the communication and M&E team develop case studies / success stories and other communication items for the EU project;
  • ensure that the quality and context of communication material developed adheres to UNDP and donor standards.

  • Identify and document lessons learned / best practices including critical success factors and opportunities for improvement;
  • Develop and expand knowledge management strategies, products and methodologies; Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the monitoring and reporting of project and contribute to their dissemination;
  • Report Writing :

  • Coordinate with UN Women and ensure proper and timely reporting to EU and other partners under the project;
  • Coordinate with the M&E and Communication team on qualitative data collection requirements for reporting;
  • Produce donor-specific reports that are required by EU agreement;
  • Develop, edit and design high quality reports (periodical reports, donors’ reports and other reports) for the project;
  • Ensure lessons learned from the field are incorporated and shared in donor reporting;
  • Assist Communications Team and Stabilization pillar management in content development, especially with regards to reporting of program impact, beneficiary figures, and project progress to external audiences;
  • Assist Communications Team in the development of presentations with accurate information;
  • Ensure that data communicated by the UNDP and UN Women Teams is consistent with donor reporting;

    Required Skills and Experience

    Education :

  • Advanced university degree (Master's degree or equivalent) in law, political science, International Relations, management or related area.
  • Experience :

  • A minimum of seven years of professional experience in rule of law reforms implementation with demonstrated project management and M&E skills;
  • Extensive experience in knowledge management and research, including report writing;
  • Experience in gender equality and women’s empowerment projects or analytic work in gender and development, gender analysis and / or human rights;
  • Experience working in a crisis / conflict area will be an advantage;
  • Knowledge of donor policies, processes and reporting requirements, especially EU is an asset;
  • Familiarity with UN / UNDP policies, programming frameworks and procedure is an added advantage;
  • Language Requirements :

  • Proficiency in English.
