Job Description :

Government Relations (GR) is a function that exists to protect and create business value for Shell by being the eyes, ears and voice of Shell in its relations with governments around the world.

GR’s mission is to support Shell’s business success, to contribute to Shell’s strategic and emerging challenges, to improve Country Chair’s (CCh) delivery capacity by creating and delivering optimal business value and distinguishing Shell from competitors in the view of governments.

GR delivers this by focusing on key priorities, understanding and influencing the associated opportunities and risks as they emerge from both government needs and policies and other stakeholders such as politicians and opinion leaders.

GR ensures that the company’s geographical perspective is balanced against business and functional strategies in line with the overall objectives of the Group.

GR supports the Country Chair as well as the businesses and functions in country on Government Relations issues and opportunities by representing Shell’s interests to the Government, regulators and other stakeholders that have an interest in, and potential impact on, Shell’s businesses on the short and long-term.

KEY ACCOUNTABILITIES

The Manager is expected to develop in a short time an in-depth understanding on a wide variety of issues / topics concerning country businesses, geopolitical trends and key decision makers / influencers, as well as an understanding of the key drivers for Shell Group success.

Advocacy and Advice

Advise and support the Country Chairman and business leaders on the short and long-term business environment as Government, regulators and other external stakeholders affect itSupport the issues management processes on issues that are impacted by Government and regulators in order to minimize the reputation risks to ShellProvide advice to the businesses on Government relations’ strategy including on issues relating to regulation, energy policy and energy security of supplySupport the management of issues that are impacted by GovernmentProvide advice to the businesses on Government Relations strategy, including representation on issuesAdvise and represent the interests of the businesses with Government officialsSupport in representation fr Shell on a number of external groups as required

Business Delivery

Lead corporate governance, compliance, reporting, regulations, trade and fiscal affairsAdvise and brief country chair on issues and opportunities related to external stakeholder engagement to maximize valueProvide Shell representation when critical stakeholders visit the countries or are visiting key countries for Shell GR interestsEnsure appropriate alignment (and coordinate the involvement) of colleagues from various parts of Shell (Businesses and Functions) in the management of regional / country level issues and cross-border business opportunities

Leveraging Relationships

Develop independent access country information and insights for use by businessesCultivate relationships with relevant external stakeholders especially with senior ambassadors and business councils of the countriesLeverage external perspectives and form own perspectives on country issues for their impact on the Group

Represent Shell, as appropriate, in key events and initiativesDevelop and implement robust stakeholder engagement plans for the Executive, the Ministries of Oil, Gas, & Power, and government energy advisorsEngage and lobby on key policies that impact on Shell’s operations.

Build relationships through both formal and informal contactsGather and process intelligence and ensure this is shared appropriately within the CompanyPromote Energy Industry capacity building for relevant key players in governmentAdvise business on who to meet in governmentDevelop and maintain effective working relationships at political and bureaucratic levels with all relevant ministries and departments Communicate company policies and procedures.

Relationship building with FBR, OGRA, OCAC & MinistriesActively contribute to sector-wide advocacy and policy

EXPERIENCE AND QUALIFICATIONS

A degree in Business Administration, Communications, Policy / Law, or a related field of study preferredConfident and trusted individual with typically a minimum 10+ years’ experience in a mix of business, government / diplomatic and GR / CX rolesProficient experience of all principles, execution, and advanced technical specialized expertise in all Public Policy / Government Affairs disciplinesPrevious experience in Government, or Law considered an advantageFluency in Urdu and English

    This position is based in Islamabad incumbents must either be based in or willing to relocate to Islamabad.
