Background

This position will have an impact on the overall effectiveness, efficiency and economy of the technical assistance portfolio of the FATA Governance Project.

In particular, the incumbent will have an impact on the design, operations, programming and implementation of activities, creation of strategic partnerships, resource mobilization and delivery against targets in the area of governance and reforms.

In 2016, the government launched comprehensive reforms to mainstream the Federally Administered Tribal Areas (FATA) region, which until now has been governed by a special law (Frontier Crimes Regulation 1901), where the laws and rights enshrined in the constitution of Pakistan are not applicable to the residents of FATA.

The UN has played a leading role in advocating for and supporting government-led efforts to mainstream the FATA region. With the launch of the report of the Committee on FATA Reforms 2016, the UN system in Pakistan as well as the international community see significant tasks ahead in terms of supporting the government’s transition and recovery efforts in FATA.

In 2017, UNDP assisted the government and key stakeholders to translate the FATA Reform Agenda into action. This includes the Cabinet approval of the 26-

point reform agenda, the formation of a PM-level implementation committee, introduction and passage of key legislation, and planning support for implementation.

On 31st May the bill for merger of FATA with KP was passed by the Federal and Provincial Legislatures and signed by the President, merging FATA with neighboring Khyber Pakhtunkhwa Province.

This transition represents one of the most fundamental political reforms in Pakistan since 1947, and the largest governance change for the residents of FATA since 1887.

UNDP will continue to provide high-level and strategic Technical Assistance to key national counterparts including the FATA Secretariat, Government of KP and Ministry of SAFRON to facilitate a peaceful transition.

In order to provide critical programme design and implementation support to the FATA Governance Project (FGP), which sits under UNDP’s Democratic Governance Unit, the project is looking to hire an experienced Project Specialist.

Since 2016, the project has grown from receiving funding from one donor to three; as such, the portfolio has expanded from approximately USD 6 million to USD 25 million.

Additional programme support is critical at this juncture.

Under the direct supervision of the Chief Technical Specialist, the Project Specialist will provide strategic guidance and support to the FATA Governance Project to ensure smooth implementation and coordination with other ongoing governance and development initiatives in FATA & KP.

The incumbent will work to realize improvements in organizational effectiveness, as well as the development of processes and systems for enhancing capacities across the team to effectively implement the project.

The Project Specialist will also provide support to the Country Office on Governance & Reforms related work, and work closely with other projects under the Democratic Governance Unit to ensure complementarity and consistency in UNDP’s Governance approach.

The Project Specialist will be based in UNDP’s Islamabad office, with frequent travel to Peshawar.

Duties and Responsibilities 1) Supports strategic development of FATA Governance Project (FGP) activities from design through implementation, focusing on achievement of the following results :

  • Conducts thorough analysis of the political, social and economic situation in the country and region(s) and collaborative preparation / revision of project documents, AWP and other documents in the area of work;
  • Ensures operationalization of Programme Document, workplans and more broadly the UNDP Pakistan Country Programme Document (CPD) through ongoing and new programmes and projects and in collaboration with the main partners and other UN Agencies;
  • Identifies opportunities for new project development including joint programming with UN agencies;
  • Identifies, in close collaboration with national and international partners, strategic project areas of cooperation;
  • Translates project priorities into local interventions and ensures coordination and networking with clients, stakeholders and programme partners;
  • Collaborates with colleagues in Bangkok Regional Hub (BRH) and HQ to apply new global and regional initiatives, polices and knowledge products.
  • 2) Manages assigned project components, focusing on achievement of the following results :

  • Provides leadership, technical guidance, oversight and quality control of project operations from planning and budgeting to implementation and monitoring and evaluation, ensuring that results are delivered in accordance with work plan, standards, allocations, framework and rules and regulations;
  • Ensures effective application of Results-based management (RBM) tools, establishment of management targets and monitoring achievement of results, as quality assurance, ROAR, IWP etc.;
  • Monitors work plan implementation, ensures it is on track, and supports resolution of bottlenecks;
  • Support relevant staff for the development of project / outcome level work plan, monitoring plan, human resources and procurement plans;
  • Drafts Terms of References and procurement specifications as needed;
  • Support monitoring and reporting efforts to ensure quality and timely reporting to donors and country office;
  • Supports project and programme reviews and evaluations as necessary;
  • Maintains regular contact with project counterparts in order to ensure monitoring of projects' progress, monitoring of work plans, programme effectiveness and achievement of results;
  • Organizes regular coordination across components within the project to ensure synergies and integration; promotes cross component collaboration;
  • Supports audit exercises;
  • Takes on corporate and CO responsibilities such as participation in CAP and interview panels when necessary.
  • 3) Establishes and maintains strategic partnerships and supports resource mobilization, focusing on achievement of the following results :

  • Implements project partnerships and resource mobilization strategy to achieve project outcomes;
  • Researches and analyses information on existing and new partners;
  • Develops ideas and concepts for possible areas of cooperation;
  • Establishes close working relationships and creates programmatic linkages with relevant government agencies; UN Agencies, IFI’s, bi-
  • lateral and multi-lateral donors, private sector and civil society;
  • Suggests programmatic areas of co-operation based on UNDP s strategic goals, country needs and donor priorities;
  • Identifies funding opportunities for ongoing and new projects;
  • Lead the interaction with development partners to present the proposals, follow-up during the approval stage and develop relevant partnership documents to finalize future contributions;
  • Identifies and supports development of national partnerships for service provision to projects in areas such as monitoring, training, and others;
  • Represents UNDP at external meetings within his / her area of work.
  • 4) Ensures provision of quality advisory services from the project by facilitating knowledge building, management and learning focusing on achievement of the following results :

  • Identifies sources of information related to policy-driven issues; identifies and synthesizes best practices and lessons learned directly linked to project goals;
  • Coordinates and ensures integration in project design the development of policies, institutions and advocacy that will address the identified development challenges in collaboration with the Government and other strategic partners;
  • Ensures that lessons learned from projects are captured and recorded into knowledge networks (within UNDP, inter-agency and with national and international partners).

  • Required Skills and Experience Qualification & Experience

  • Master’s degree in public policy, development, social sciences, conflict studies, disaster response or a related field.
  • Minimum 5 years’ experience with Master’s degree or 7 years with Bachelor degree of progressively responsible experience in Governance and / or Sustainable Development programme / project management in international organizations, bilateral development agencies and / or international NGOs;
  • Experience of working with UNDP or another UN agency would be an asset;
  • Proven ability to work effectively in multi-disciplinary and multi-cultural teams;
  • Proven programme management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation);
  • Experience of fundraising, resource mobilization and donor relations would be an asset;
  • Strong interpersonal and written and oral communication skills;
  • Knowledge of Governance & Reforms desirable;
  • Knowledge of UN System and UNDP Policies and Procedures is an advantage.
  • Language Requirements

  • Excellent oral and written English language skills.
  • The incumbent may be required to travel frequently outside of Islamabad to Peshawar.
