MSI is seeking a team leader for a rapid assessment of the workforce value chain. The findings from the study will help guide USAID / Pakistan’s programming in workforce development over the next three (3) to five (5) years.

The study will examine demand, supply, and policy aspects of the workforce as well as studies of the potential for mobile information technology to contribute to workforce development and identify strategic public private partnership opportunities.

The studies will rely largely on document review, augmented if necessary by a small number of key informant interviews.

The assessment will begin on or about the end of May 2018 and will finish in the beginning of September 2018. The anticipated level of effort for the team leader is approximately 35-

40 days. The team will consist of local subject matter experts who will draft sections of the report. The team lead will be expected to write one section of the report, depending on his or her area of expertise, and edit and finalize the consolidated report.

Responsibilities :

  • The team leader will manage the activities of the team, drawing on the strengths of individual team members to produce the best possible assessment report.
  • In collaboration with MSI staff and team members, the team leader will : Lead a brief team planning workshop to design the assessment;
  • Lead a briefing with USAID staff prior to field work; Track and review the work product of other team members; Present results to USAID and implementing partners;
  • Take the lead in synthesizing separate sections of the report and writing briefing papers; and Undertake other tasks required for the successful completion of the study under the direction of PERFORM staff.

    The team leader is ultimately responsible for all deliverables including the final report.

    Qualifications :

  • At least a master’s degree in a relevant field (economics, social sciences, or a related field) and 15 years of professional experience or a Ph.
  • D. in a relevant field with at least ten (10) years of experience.

  • Demonstrated experience leading labor market assessments.
  • Familiarity with USAID workforce programming.
  • Excellent analytical and personal communication skills.
  • Excellent English writing skills, particularly reports.
  • Fluency in quantitative and / or qualitative research methods.
  • Experience working in Pakistan and / or Middle East preferred.
  • Position will be filled on a rolling basis*
  • Candidates that have a real or potential conflict of interest in this evaluation will not be considered for this assignment.

    MSI will require a written statement to this effect before formal engagement on this assignment. Conflict of interest in this context includes, but is not limited to : close and / or family relations with the individuals that are related to the project, financial interest in the implementing organization(s) or grantees, current or previous experience with the project being evaluated or the USAID requesting office, etc.
