EC Terms of Reference - Promotion of Human Rights in Pakistan - Senior Human Rights expert / Training and Capacity Development Expert in Pakistan

The overall objective of the project is to support the continued efforts of the Government of Pakistan for the promotion of Human Rights, to further enhance the capacity of the federal and provincial institutions and to promote and create awareness of duty bearers and the general public in area of human rights by designing relevant actions under each result identified in the Terms of Reference in order to concretize the planned interventions under the programme "Promotion of Human Rights in Pakistan".

The aim of the assignment is to provide technical assistance in order to strengthen the institutional Human Rights framework in Pakistan as well as the capacity of key government ministries at federal and provincial level and independent commissions to promote, implement and monitor Human Rights in line with International Treaty obligations and awareness and knowledge on Human Rights through continuous training and communication.

The expert will be hired consultation and agreement with MOHR. The expert must hold a minimum Master’s degree in one or more of the following fields : Law, Public Administration, Social and Political Science, Business Administration, Development Administration, International Relations or Public Policy.

  • If an expert does not hold a Master’s degree, then as an equivalent he must possess the first university degree and 3 years of relevant general professional experience in excess of the 12 years defined below;
  • The expert will be based in Islamabad with occasional travel to the capital cities of the four provinces (Lahore, Karachi, Quetta and Peshawar).


    General professional experience

  • A minimum of 12 years of professional experience in demonstration of solid knowledge and experience in comprehensive capacity building programs, curriculum development including teaching materials, develop creative and pragmatic approaches to capacity support and institutional strengthening
  • Substantial knowledge in International Human Rights Treaties, Conventions and other International Agreements and the translation of the provisions in domestic Pakistani law
  • Specific professional experience and skills

    Professional experience and in depth understanding of the institutional landscape and policy framework in place for the promotion and protection of Human Rights in Pakistan.

  • Minimum of 5 years of professional experience in research, analysis and reporting on Human Rights in Pakistan and knowledge on reporting requirements of UN Human Rights Treaty bodies
  • Proven experience in the design of capacity building strategies including curricula and training materials such as manuals to ensure the operationalization of framework in international law and human rights.
  • Previous work experience as Human Rights trainer / capacity building expert in related field would be considered as added advantage.
  • Ability to manage a significant workload, to oversee and deliver on results in a timely manner
  • Strong negotiation and facilitation skills and the ability to identify and interact with a variety of interlocutors from a diverse range of sectors and backgrounds.
  • Outstanding and proven report writing skills, using a clear and concise language, structuring written presentations
  • Excellent social and networking skills, ability to develop good relationships donors, civil society and state representatives;
  • Strong inter-personal and presentation skills, awareness of cultural sensitivities;
