MSI is seeking a team lead for a rapid assessment of the communication component of the Community Resilience Activity (CRA), implemented by USAID / Pakistan’s Community Resilience Office (CRO).
The program works with relevant government departments, community groups, and the private sector to increase broad-based citizen engagement in community decision-
making; and enhance tolerance within and across communities. The project provides positive opportunities for communities to develop skills, engage in meaningful free time activities, have dialogues and reinforce values of mutual respect.
The project aims to generate awareness among the population on how they can play their role in building community resilience.
The assessment seeks to establish a baseline of current knowledge and practices relevant to community resilience and identify if communities experience a change in knowledge and behavior that can be plausibly linked to program interventions.
The results of this assessment will also inform the design of similar future programs. The assessment will begin on or about June 2018 and finish by the end November 2018.
The anticipated level of effort for the team leader is approximately 65-70 days. The evaluation team will include a team leader, behavior change communication expert, research assistants, data analysts, and other support as necessary. Responsibilities :
Lead a team planning workshop to design the assessment. Guide the team in developing / refining data collection instruments, a data collection plan, and a data analysis plan.
Lead a briefing with USAID / CRO staff prior to field work. Guide the fieldwork and qualitative and quantitative data analysis.
Present results to USAID / CRO and implementing partners. Take the lead in writing reports and briefing papers. Undertake other tasks required for the successful completion of the study under the direction of PERFORM staff.
D. in a relevant field with at least five years of experience.
