EC Terms of Reference - Promotion of Human Rights in Pakistan - Senior Human Rights expert / Institutional Capacity Development Expert / Team Leader in Pakistan

The overall objective of the project is to support the continued efforts of the Government of Pakistan for the promotion of Human Rights, to further enhance the capacity of the federal and provincial institutions and to promote and create awareness of duty bearers and the general public in area of human rights by designing relevant actions under each result identified in the Terms of Reference in order to concretize the planned interventions under the programme "Promotion of Human Rights in Pakistan".

The aim of the assignment is to provide technical assistance in order to strengthen the institutional Human Rights framework in Pakistan as well as the capacity of key government ministries at federal and provincial level and independent commissions to promote, implement and monitor Human Rights in line with International Treaty obligations and awareness and knowledge on Human Rights through continuous training and communication.

The Team Leader will be hired in consultation and agreement with MOHR who shall support the EU Delegation, the Ministry of Human Rights and the technical assistance team in achieving the overall objective and results of the project.

In particular, the Team Leader will lead the technical assistance team in development of all strategic plans and policies and ensure the quality.

The Team Leader is responsible for the overall project coordination and execution, including (but not limited to) supervision of professional staff and experts, establishment and review of programmatic and budgetary priorities, submission of required work plans and reports, and communication and coordination with all stakeholders.

The Team Leader will also assist the EU Delegation in tasks related to the facilitation of donor coordination as well as in task related to the Project Steering Committee.

In the above tasks, the Team Leader will be supported by the Key expert 3.

The expert will be based in Islamabad with occasional travel to the capital cities of the four provinces (Lahore, Karachi, Quetta and Peshawar).


University degree at Masters' level in public and / or business administration, law, social and / or political science or related discipline or as an equivalent first university degree from recognized university / college and 3 years relevant general professional experience in excess of the 12 years defined below.


General professional experience

  • A minimum of 12 years of professional experience in the governance sector and specifically in Rule of Law / Justice reform or Human Rights programs
  • Demonstrated managerial competence and experience in organizing, leading and coordinating a team of consultants
  • Significant experience in conducting organizational or institutional and training development programs
  • Specific professional experience and skills

  • Professional experience must have been spent in mapping and designing organizational architecture, defining and improving business processes, including Human Resources and budgets and developing and implementing monitoring systems in public administration
  • Professional experience with national Human Rights institutions (executive and institutional oversight bodies) in the European Union and / or in development countries
  • At least 5 years of professional experience in the design and / or implementation of development programs in the sector of Rule of Law or Human Rights programmes
  • At least 5 years of experience in in the management of EU funded programs and EU methodology, including EU programming documents such action documents and all the related annexes, and TORs and related tender documents as well as Log frame and RBA
  • High level of diplomatic, representation and negotiation skills and experience in cooperation with public administrations and civil society and multi-
  • stakeholder consultations, donors, and international organisations;
  • Excellent social and networking skills, ability to develop good relationships donors, civil society and state representatives
  • Strong inter-personal and presentation skills, awareness of cultural sensitivities
  • Strong report writing skills, using a clear and concise language, structuring written presentations
  • Ability to work under pressure and to meet strict deadlines
  • Proficiency in written and oral English language
  • International experience with and / or exposure to international Human Rights mechanisms is an advantage
  • The expert must be independent and free from conflicts of interest in the responsibilities he / she takes on.
